It also called for more transparency in legal proceedings, more involvement of ordinary citizens in the legislative process, and an overall "professionalization" of the legal workforce. The party also planned to institute cross-jurisdictional circuit legal tribunals as well as giving provinces consolidated administrative oversight over lower level legal resources, which is intended to reduce local government involvement in legal proceedings. There have been several reforms to the court system under Xi, including transferring the authority over local court finance and personnel from local governments to the provincial-level, establishing a personnel quota system, emphasizing "lifetime accountability" for judges for their judicial decisions, and specification of case transferring procedures between various courts. In 2014, China started efforts to pass a unified Civil Code, which was eventually adopted in 2020.

=== Surgery === In October 1992, a study reported the successful transplantation of melanocytes to vitiligo-affected areas, effectively repigmenting the region. The procedure involved taking a thin layer of pigmented skin from the person's gluteal region. Melanocytes were then separated out to a cellular suspension that was expanded in culture. The area to be treated was then denuded with a dermabrader and the melanocytes graft applied. From 70–85% of people with vitiligo experienced nearly complete repigmentation of their skin, although the longevity of the repigmentation differed individually.

== How it works == The NanoSIMS uses an ion source to produce a primary beam of ions. These primary ions erode the sample surface and produce atomic collisions, some of these collisions result in the release of secondary ion particles. These ions are transmitted through a mass spectrometer, where the masses are measured and identified. The primary ion beam is rastered across the sample surface and a ‘map’ of the element and isotope distribution is created by counting the number of ions that originated from each pixel with at best a 30 nanometer lateral resolution, 10-50 times greater than conventional SIMS. This is achieved by positioning the primary probe in close proximity to the sample using a coaxial lens assembly. The primary ion beam impacts the sample surface at 90°, with the secondary ions extracted back through the same lens assembly. This allows for the isotopic composition of individual cells to be distinguished at parts per million (ppm) or parts per billion (ppb) range. The main drawback of this set up is that the primary and secondary ion beams must be of opposite polarity which can limit which elements can be detected simultaneously. NanoSIMS can detect minute mass differences between ions at the resolution of M/dM > 5000, where M is the nominal mass of the isotope and dM is the mass difference between the isotopes of interest. The high mass resolution capabilities of NanoSIMS allows for different elements and their isotopes to be identified and spatially mapped in the sample, even if very close in mass.

== Health concerns == The manipulation of the gut flora is complex and may cause bacteria-host interactions. Although probiotics, in general, are considered safe, there are concerns about their use in certain cases. Some people, such as those with compromised immune systems, short bowel syndrome, central venous catheters, heart valve disease and premature infants, may be at higher risk for adverse events. Rarely, consumption of probiotics may cause bacteremia, and sepsis, potentially fatal infections in children with lowered immune systems or who are already critically ill.
